As per the original Bhakra water sharing agreement of 1959 between Punjab and Rajasthan water is meant only for irrigation and hydel power generation. Therefore diverting a huge quantity of 320 cusecs, meant to irrigate over 130,000 acres (allocation of 2.25 cusecs per 1000 acre) for a nuclear power plant is illegal and violative of Right to life under Article 21 of the Constitution.
