Dear Team Members:

We, the activists of the People’s Movement Against Nuclear Energy (PMANE), are happy to meet with you for the third time. We would like to point out to you that our request for the basic documents on the Koodankulam Nuclear Power Project (KKNPP) has not been acceded to until now. So we are not in a position to understand all the different aspects of the KKNPP project. Your esteemed Expert Group is yet to meet with any section of our people in order to allay their fears and concerns about the KKNPP project and we also request the NPCIL and the Central Expert Panel to permit and take PMANE Expert Team to visit the KKNPP premises.

In this backdrop, our own PMANE Expert Team has come up with the First Report on the KKNPP project which we are happily sharing with you. Their work would have been a lot more exhaustive and effective if they had access to the following documents. We also request the Central Expert Team to sit with our PMANE Expert Team to allay the fears and concerns of the people about KKNPP project. So we would like to request you once again to provide us with copies of the documents we had already asked for:

1. The Site Evaluation Study, Safety Analysis Report, VVER Performance Report and all other relevant documents for reactors 1 and 2.
2. Detailed Project Report (DPR) submitted to the MoEF with annexures (including maps) if any in respect of reactors 1 and 2;
3. The completed application in the format prescribed in the EIA notification with the annexures (including maps) seeking EIA clearance in respect of both reactors;
4. Reports/Comments from the Tamil Nadu Pollution Control Board (TNPCB), including minutes of the public hearing in respect of both reactors;
5. Application with annexures to the TNPCB seeking NOC /Consent under Air and Water Act along with the Consent orders of both reactors; Stop Work Notice and other show cause notices if any issued by TNPCB along with replies to the same;
6. Reports/Comments from the Regional Office of the MoEF of both reactors;
7. Reports /Comments obtained from any other government or expert agency such as port authorities, fisheries, coastguard, navy etc. of both reactors;
8. All minutes (including draft minutes) of all the meetings of the Expert Appraisal Committee (EAC) of the MoEF of both reactors;
9. Any supplementary or additional reports/studies submitted to MoEF pursuant to any queries of the EAC of both reactors;
10. All studies/reports sub contracted to other agencies for the preparation of the EIA report (example Social Impact, impact on flora and fauna etc) of both reactors;
11. Reports along with maps obtained from NIOT or other agencies for the CRZ clearance of both reactors;
12. Application with annexures for CRZ clearance if any of both reactors;
13. Minutes (including draft minutes) of EAC of MoEF for CRZ of both reactors;
14. Request for inspection of all files with the MoEF in respect of both reactors;

Our dialogue process could be a lot more productive and meaningful if you could give your written response to our own Expert Team’s report, share the above documents with us and allay the fears and concerns of our people earnestly and effectively. These three steps would take our process to the next stage and we hope you would respond positively.
